Rafael E. (jun)  Concepcion is a visual artist who’s now concentrating on conservation/restoration of paintings and other works of art. He finished his degree of Bachelor of Fine Arts Painting Major at the University of Sto. Tomas (UST), Manila, Philippines in 1984. His mural thesis painting on canvas mounted on plywood is entitled “Lakbay Diwa” (Transcendental Experience) a religious painting. In 2008, he finished his degree of Master in Graphics Technology, Major in Industrial Design at TUP, Manila, Philippines. He takes M.A. units in Cultural Heritage Studies at the University of Sto. Tomas, 2000. He took Certificate in Teaching Program at Philippine Normal College (PNC/PNU) 1989. In 1976 he finished Machine and Architectural Drafting, Drafting and Graphic Technology at Makati Polytechnic Community College (MPCC) known as University of Makati.  He takes Ceramic Technology at Araullo Evening Vocational School, Manila 1987.

 

He joined in nationwide painting competition and various group exhibits in Metro-Manila.

 

After he finished his course, he join to the National Historical Institute (NHI) a national government institution, and he worked as a Laboratory Aide at the Conservation Laboratory Section of Monuments & Sites and Heraldry Division. And he is an authority on painting conservator/restoration and likewise gained in the conservation of paintings, wooden objects and other works of art, as his responsibility in the laboratory now known as the Materials Conservation Center, of Historical Preservation Division, NHI.

 

From 1982 to 1995 he worked at the Materials Conservation Center, NHI and later transferred in the Chemistry and Conservation Laboratory, Anthropology of the National Museum (NM) in mid 1995. Hence, he is the pioneered of painting conservation. He trained some of staff in the conservation laboratory; some of the activities included are setting up of painting conservation and to take charge of all painting conservation work at the said Institution.

 

He’s one of the founding members, Head of Painting and Wooden Object Restoration/Conservation since 1985 of the Philippine Association for Scientific Conservation of Cultural Property, Inc. (PASCON). PASCON was affiliated of the National Commission for Culture and the Arts (NCCA) since 1995 till late 1999; he is in-charge of all projects on painting conservation and wooden collections and other art works.

 

PASCON was organized in 2000, to upgrade conservation practices in the Philippines on a scientific level. He was elected as one of the Board of Director in PASCON. And also he is a Board of Director in the Philippine Association of Museum, Inc. (PAMI). Former Member Secretariat of the NM panel of art expert of authentication, 1999-2003. Present he is a member of International Council on Museum, (ICOM), Philippines. 

 

He is a practicing restorer/conservator who works in abroad and local in the restoration of easel and mural painting. And he runs his own conservation services and consultancy on numerous conservation projects of private and other government institutions.

 

He is an Associate Faculty (Professor 1) since June 2003-2010 in School of Fine arts and Design (SFAD), handled students in Academic and Graduate School of the Philippine Woman’s University (PWU). At present he is a part time faculty at IARFA-FEU, since 2011.
