Perpetuo studied Electrical Engineering at NRSIT Manila, Painting and design at UST, Machine Shop Technology at University of the East and Commercial Art at V.M. Tech School. He loves art, and in high school he became the school artist. He also studied the basics of painting by reading art books. He continued to paint and chose “Cubism” style where he could express himself freely and comfortably. He was inspired by Italian artist, Pablo Picasso and by the Philippine National Artist for Visual Arts, Vicente Manansala. “Totie” as his family and friends call him was a former overseas Filipino worker (OFW) both in the Kingdom of Saudi Arabia and Baghdad, Iraq. While working in the Middle East, he would paint during his free time to overcome homesickness. When his contract in the Middle East expired in 1985, he went back home to the Philippines. Soon after, he began to work as Liturgical artist in the Holy Family Parish Church of Socorro, the Good Shepherd Parish Church of Victoria, and the Immaculate Concepcion Parish Church of Puerto Galera, all located in Oriental Mindoro. He was one of the two artists who painted the images of the four Evangelists on the altar arch of the Immaculate Concepcion Parish Church in Puerto Galera. Most of his artworks were done in oil on canvas.  Perpetuo is a member of Ugnayang Sining Tomasino Art group composed of former Fine Arts students of University of Santo Thomas. His last Art exhibition was done in Philippine Consulate to L.A., Filipino American Community Los Angeles (FACLA) and La Mirada Theatre, La Mirada CA, USA 2014
